When this happens to me I find the reason is because my training focus is set to an area that is already completed. Check that you're not training your new driver in "Physical" because he is already at 20 Stamina and minimum weight so no further training is possible in this area.

Yes! I was sure to change stamina to driving but may be i did not save it.
