Because it has stopped raining and that message refers to the settings you used on the practice lap you set with the wet tyres:

Neutral Suspension, 12 Ride height and 8 wing.

Sorry, but just posting a screen shot and saying can you explain this I didn't know what you were referring to but now it's obvious. I can't explain it, it's clearly a bug so you need to raise it in the correct section and give the devs a bit more information, like operating system, browser or app, if browser which one, is it still like it or did it sort itself out when you refreshed the screen etc.
