Despite the new scouting value system applied, there are plenty of managers out there on the marketplace sell privately their drivers. Some drivers who are not successfuly sold by any meaning will be sacked out due to contract. Some appear on the transfer boards and some don't. Few of them are rather posted on the marketplace forum.

I looked some of those example either they are ones found on the transfer board and the marketplace forum. I am wondering about drivers i found having a locked badge on their contract threads. Can anybody explain what they mean??

I'm more interested in another question - before the game itself generated pilots with the 20th talent. Has this function been disabled?

In principle, this is a logical decision - it increases the value of special offers to buy epic pilots at lower levels. But it will lead to the advantage of those who are willing to pay.

Short answer is... 
It is no longer permissible to purchase a driver (or staff) for 3 tokens on the "Black Market", this is why you see the lock  symbol.



A bit more detail... 
The exception to this is if the driver/staff member has been employed by your team previously, in this scenario you can still buy for 3 tokens outside of an auction. The reason for the exception is that some managers wait for a contract to expire and then buy back to overcome the 10% wage inflation.

In order to employ a driver or staff who you have not employed before they must appear on the auction market, you then have a choice of bidding (with the risk of someone else outbidding you) or "Buy Now" for 9 tokens.

If a manager wants to donate a driver or staff member to another team they must choose "Sell to Auction" to ensure the staff member is listed on the auction and then the receiving manager can purchase for 9 tokens.

The reason for this change was to prevent certain clever people from using BOTs to buy all the best CDs and locking them away so that others never had the opportunity to buy.
