The odds of generating a T30 increase as you level the Headquarters - so upgrading your HQ will increase the chance of getting a T30.
In terms of level, that depends how lucky you are. In
this thread, one manager says they haven't had a T30 with a L22 HQ, whereas another manager says they got a T30 with a L20 HQ.
