If you increase the length of the race by 25%, will the tires wear four times as much as normal?

Tyre wear is scaled to race length. So yes, tyres wear more quickly per lap as the race length decreases. Try a Sprint race, you'll be lucky to get more than three or four laps out of a set of Hard compound.

Whether tyres wear 4 times faster in a 25% race distance than they do in 100% is for you to find out.
