Are you at the Parts Storage cap for your particular level? You can check your current parts cap by looking at your manufacturing Headquarter.
As you develop your Manufacturing HQ, you are able to store more parts - for example, with a Level 30 HQ, you can have a maximum of 1200 parts. The cap can only be exceeded by receiving parts in a daily reward.The cap can be exceeded by receiving parts in a daily reward or watching ads. If you are at the maximum number of parts, your Manufacturing HQ will have no effect.
Are you able to record a video of this issue occuring please? This will help to diagnose the problem, and then hopefully fix it. A video showing the parts amount not increasing after watching an advert will be enough.
