What did you try to do?
I am trying to access the staff screen to train my driver and pit crew.
What happened instead?
I get a finger pointing icon telling me to press the driver image. Everything else is greyed out. I click on the image and it takes me to the driver stat screen. When I go back to the staff screen, all options are greyed out and i am not able to do anything.

Yes it can. It happens every time i try to access the staff screen.
