There's an ongoing theory amongst players that drivers with ratings with a decimal below .5 do not go to the market.
Your drivers rating is currently 16.36, could you try training him until its over 16.5 and list him again, and feedback if he goes to auction?
It's been a hard one to prove so far so the extra information would be very useful.

Translate Hi Red, I've been looking at what you say and it fits me completely, I've been testing with friends too and it doesn't work either, and I've seen that all the pilots we've tried it with were less than 0.5. As soon as I can, I'll ask a friend to put a pilot above 0.5, and I'll tell you the result.

You're probably right on this 0.5 theory. I've lowered the level required slightly, which might make the driver show up.
