I don't know if a question such as this has been asked already, so I'll just go ahead and ask:
I went ahead and attempted to train my design staff. It told me they'd already reached the maximum level and therefore couldn't be trained any further. However, I'm unable to train something else instead - it acts as if I've already spent this 'training ticket'.
Is it supposed to be like this or is it a bug?
