Promotion Bug?

With the recent changes to the promotion to Pro etc... is there a bug going on here:

 The people promoted are still in their previous level. Just wanted to check before the new season starts in a few days...

Since there's already a thread with the proper title I'll post in here.

In the Formula GP league, Season 10, we had 7 managers in the Pro tier causing promotion to not be enabled due to not having the required 8 managers.  At the end of the season the system promoted 2 managers to Pro from Rookie, then immediately promoted the top 2 in Pro up to Elite even tho there shouldn't have been any promotion according to the game.

Is this working as intended?  Or is this a bug since the 2 managers promoted from Pro to Elite are shown in both tiers, and the 2 managers promoted from Rookie to Pro are shown in both tiers?
