Hello anybody out there who can help me understand how league rules (e.g. two tyre compound rule) may be enforced if not abided by (like DSQ or losing points).

On the whole the only penalty that can be enforced onto another manager is kicking that manager from the league, so if that manager rejoins he looses all points until now and his car development for that season. Since that's quite a severe punishment other leagues decided on more minor penalties like doing an extra pit stop last lap or first lap next race as a time penalty but those require that the managers plays along and accept and executes those penalties themselves.
