Rules & Regulations say:

In the Rookie and Pro tiers Development and Scouting will be capped to an appropriate level to encourage fair competition. In the Rookie tier the cap is level 8. In the Pro tier the cap is level 12. Despite these limits, your actual level continues to grow and is available when you promote to a higher tier.

Anyway, you still have DRS, KERS and Cloning (if you had them).

well, you can look at your facilities,partners,staff,their levels, and make a conclusion about your worries =)

money, lol almost broke already. thats why i asked caz its 10,000 just to put research back+ the rest of my facilities
