Go to league, then the "edit" icon, then "schedule" select the race you want to postpone and choose the date to which you want to postpone it. Done.

If I understand it right you want to repeat the Australia race next Monday (28th)? If so please post a request in the pinned thread 'Race re-run requests' (https://igpmanager.com/forum-thread_13/15740) and someone with the required powers should take care of it.
