Why are my pit stops so long?

Every pit stop I'm losing 1-2 seconds even though I am putting the minimum amount of fuel for that strategy. Other people on that strategy always come out ahead. My fuel economy is slightly worse than the best in my league but not by a lot so I don't understand how I'm losing it.

Pit time currently does not depend on refuelling.

What does it depend on then? Or is it just random.

I believe I've read somewhere that TD affects pit stop time a bit, but not 100% sure. Also you can lose time in pit blocks (read advanced guide, many cars pit on the same lap) and even more (5 sec) when pitting two cars at once. But still pit times are quite random, overwise why would you see "Team X made an efficient pit stop" during a race.
