Technical director post is still empty, even i made an agreement with one

Hi,

I've just experienced something weird.
The contract of my technical director is expired. (http://igpmanager.com/play/?url=team-staff/31239) Later i made an offer to him which was accepted by him and me too. 
A notification about the new agreement is shown in the news feed on the home screen, while i see i have no technical director on the 'staff page', even the preparation checklist shows that i should find a technical director.

When i look up on the director's link and try to make a new offer. it says he's waiting to be confirmed to my team

Could some one check it out why is this happened?
