The commercial chief is only needed if you are actively using the commercial facility.
The technical chief is not required at this time
The doctor will help to keep your drivers as fast a possible by slowing the rate their attributes decay.

With regard to your staff, the better they are trained the better they will be at their job. Opinion differs about drivers though. Some think that you can over-train them, causing them to go slower.
