Changed league performance dropped from 60% to 6%

so i switched to a league which haichdnt started yet to another league which also hasnt started yet and the performance of my parts have all dropped to 6% from about 60% nearing 70%. e.g. Chasis model 1O at 68% dropped to model 2A at 6%

any explanation for this ? and no i didnt get the warning you usually get when switching leagues

I had this happen twice the other day Iggs and I'm almost certain it's a bug, but I'm told it isn't.

When you switch leagues your design is supposed to scale accordingly, but in the last year I've been playing it never has. In the last week though, it's been doing something funny.

On my second account I had a 45% / 2% car in a league I was in the other day (that was up to China) and when I joined another league that was also up to China my design changed to 7% / 0%.

Also, earlier in the same day, this account had the same thing happen. I left a league that hadn't yet started with a 45% car and when I joined another league that also hadn't started my design reverted back to 2%.
