Lap times

Any idea as to why people with worse drivers and cars are beating me in races? 

 For example one of my racers is a 5* with the lowest weight, high driving abilities and only 2 talent. She recently set a practice lap time slower than someone's 1* 2 talent all red skills driver.

Maybe health %? Or wrong setup

Even with 100% health and perfect set up I'm setting slower times. It just makes no sense 

Then your design points must be really badly allocated IDK haha

U assume, ur car is better. How come? Cars don't depend on level, but on design points. If someone has more points on ACC, (s)he might be much faster than u. I have seen, that 10 points more on ACC is a gain of several tenths of a second!

And I only mention ACC, since it is the most crucial one.

Even if ur TD tells u after each race, "we have the most developed car" (which he actually never does), he only summarized all design points. Having the lead in Cooling, Reliability, FE and TE, is pretty pointless. The other "Big4" matter.

i have the 2nd best car and its because of the big four. 

Is this some kind of riddle? Every guesses what u might be doing wrong? ;-)
Do u attend races?
Do u keep ur tyres at optimal temp?
What about strategy?

Ur 2nd didn't finish last race. Did u REPAIR ur cars?!

i need to repair them now but im talking practice laps for set-ups. i can have a perfect set up with good driver health, higher driver stats and ss tyres but still be slower in practice laps. yet with no car or engine repairs ill be quicker in the race and 3rd and 4th insted of the practice 6-8 while useing the same tyre strategy as my opponents in most cases too.

Time in practice is no relevant. The main thing to get from practice laps are ideal setup, tyre wear and fuel consumption.

If your drivers are doing well in race, that's all that matters.
