Driver doesn\'t pit when he runs out of tires

Qualified on softs and put in slightly more fuel than the tires lasted but when my tires got to 0 my driver did 2 laps with no tires over 20 seconds a lap slower waiting for his fuel to run out before pitting, losing over 18 spots in the process. I thought he was supposed to come in when either tires OR fuel ran out?

The driver will only pit to replace the tyres after they reach 0% condition.  You were unlucky in the sense that your driver hit 0% condition just as he was crossing the finish line at the start of lap 16.  So he drove whole of lap 16 with 0% condition tyres.
