Hi Thanapon.
From where are you getting the information for the number of laps? If you are simply going by the estimated number of laps as displayed on the strategy tab you are likely to encounter problems because in my experience this is a very conservative estimate and usually results in over-fuelling.
This is most likely what happened in your race. Because of this your first three stints were 1 lap more than you planned so unsurprisingly you finished the race with approximately 3 or 4 laps of fuel remaining.
I find the practice lap fuel consumption figure to be quite accurate and use this figure to calculate my strategy. But remember that practice laps are carried out at neutral push (PL3) so if it's cold or you have fitted harder tyres there's a good chance you'll be running higher push levels so you should add a litre as a safety net. Also you tend to use lower push levels later in the race as the track "rubbers in" and the tyres run hotter so you can sometimes get away with a litre less in the final stint.
I'm not going to give you an exact calculation because that would spoil the fun of learning.

Edit: Also you need to take into consideration your F.E. attribute. If you set practice laps and afterwards you either assign dp to F.E. or change suppliers which changes F.E. this can dramatically change the quantity of fuel you need and may result in the estimated number of laps in the strategy tab being very inaccurate.

I am sure after I have finished testing the lap DP doesn't have any changes and my F.E is 105/200. And I set the PL at the strategic advance option of PL4 and the compatibility of the fuel consumption is very high.
