So we just completed our season today and starting break before next. What I want to know is, can I change my cd/td now without any fear of losing any of my newly acquired design points that I got from using my cd/td throughout the last season. I need to upgrade them because I've also just moved up a level. I guess there's no need to hold onto them any longer if they need to be changed. Just need a little reassurance, Thanks!

Your design is locked in and will only change before the first race of the season if you leave and join another league.
So yes, it is safe to change your CD. In fact, not only is it safe it is advisable because if your current CD is a lower level than your team, for every race he/she remains active next season you will be reducing your start design for the season after.
