Hello,
I am looking to change the time of the race in a league that I am in.
When must I change the time by? Is it 24 hours before the next race?
Also, are there any restrictions regarding how many times I can change the race time in a single season?

If it follows the same rules as race speed and race distance (which I believe it does) then you are correct. You must change the time more than 24 hours before the race that you want to run at the new time.
I'm not aware of any restrictions but it's usually only done to compensate for daylight saving time. I don't think the devs envisaged people changing race start time multiple times in a season, so if it all goes pear shaped...
