What did you try to do?
Change tire from inters to softs at the start of the race, after a wet qualifying

What happened instead?
Only wet and inter were available as the options, and even trying to choose wets did not change the tires on the car.

Did the problem happen while using wi-fi, mobile data, or both?

Additional comments:
Race was at 1300. When I logged in at 1230 to set up, it was raining with 1.7mm on track. Tested and set up accordingly, with rain up to 2.5mm by 1245. When I checked back at 1250 to see about qualifying, it had stopped raining, and was rapidly decreasing towards a dry track. Qualifying was clearly still in the wet, as myself and 1 other team were on inters and were 2-3 seconds faster than the rest of the field on slicks. I had learned a couple of seasons ago that the game allows for a tire change at the start of the race when the weather changes, when we had a manager qualify on slicks but start on inters, and we asked how he did that as we didn't think that was possible. When I opened the race at 1257 (when it allowed me to open the race), it still showed at 0.1mm of water (essentially a dry track) and myself and another manager who had their advanced strategy put them back on inters even though they had qualified on softs were trying to change our starting tire. The only options it showed were wet or inter when we tried to change it. 

I don't know for sure if this is a bug, or if I just don't know how to properly make that change after setups are locked but before race start. If the track needs to show at 0.0mm in order to change from wet to dry, however, I would also like to suggest that be looked at by development, if possible, as less than 0.5mm is essentially a dry track and should allow for that switch if its stopped raining. 

Please advise if is a bug, and also, I would like confirmation of instructions on how you would change the tire correctly if the weather changes, as I am not 100% sure where you do that (if its in the race screen itself or if its somewhere on the main menus) and after a LOT of searching the forums I was unable to find clear instruction for that.
