What did you try to do?
Started new season. Prior to last race of previous season I paid 50 tokens to change CD strength from cooling to braking.
What happened instead?
Received additional points on cooling at new season start as if that was the strength area.
Did the problem happen while using wi-fi, mobile data, or both?

A Chief Designer generates 3dp per race in strength, 1 dp in weakness and 2 dp in the remaining 6 design attributes for every race this season and these are added to the "design bank" for the start of next season.
For your CD, every race in the previous season he or she was generating 3 in cooling because right up until the final race this was their strength. This is why you received a starting design high in cooling, the CD only generated 3 dp in braking for the last race of the season so you should have seen a single extra dp in braking.
