Is the rule still the same for changing CD's? As long as you keep them at your Team, you still get the work they have done for you, even though you've swapped out for a higher leveled one? Or do you have to keep the old CD for the season?

The next season design points are banked after the race. If you don't need a CD you can get rid of them, the points they have contributed to the next season design bank will remain.

Speaking of CD's, is there any difference between a 4.5 star and a 5 star? I hadn't looked for a CD for a long time but there appears to be more 5 star CD's showing up on the market these days?

Regarding CD level and stars...
A CD the same level as the team will always generate maximum next season design points irrespective of whether they are 4.5 or 5 star. However, level 20 CDs are rare, when your team reaches L20 a five star L19 CD will perform the same as a L20 one.
