This guy wants to join our league but he needs to be in pro tier, because our elite is full.
Today we start the new season and it would be nice if he could join before the race at 21:00.

The
official answer states that you need to request the relegation at season break. So, He could create his own League and then ask for relegation.

Per automatic relegation rules, the manager who wishes to be relegated needs to create the thread.
If he comments here confirming the relegation request, I can flag it and try to get him relegated before 21:00.
