Upgrade to Elite

Hi guys, 
I'm not sure if I'm posting this in the correct area. We have a new joiner in our league. We only have an active Elite league, but his team has joined the Pro league, which has no one else in it. Can I have him upgraded to Elite? The leagues name is V8 SUPERCARS AUSTRALIA DEVELOPMENT, the Teams name that needs to be upgraded to Elite is Weiner Racing.

Thanks, but the manager in question is a level 20 manager and the only manager in the Pros. 

So you absolutely won’t upgrade this manager to elite?
