Additional comments:

This is absolutely not a bug.  

The minimum temperature set in the game corresponds to 5 degrees centigrade.  If the real temperature in a given track is lower, logically what you see is the minimum temperature set by the game.  The reason lies in the fact that below this temperature, the management of the PL is extremely easy and similar for everyone.
