Rep is greatly reduced if the league/tier is not fully populated. So your league host kicking the inactives will certainly reduce the rep you gain, even if you win. This was the last time one of the Devs shared the calculation with us and AFAIK it is unchanged.

TBH, in my opinion, we need to reintroduce the sanctions for rep farmers because the entire HoF is a joke.

Just look at a few of the race results for many of the top 10 in HoF, most of those at the top are farming rep by dominating a league which, apart from themselves, is fully populated with bots and inactives. They race alone, yet seem to think their position in the HoF indicates they're one of the best players in the game. None of the top players bother to look at the HoF because they understand it is broken and not indicative of ability.
