When a manager gets to develop a new chassis at level 30 I believe, will the manager have to pay to develop the chassis or will each manager have the particular chassis automatically?

If you are referring to custom chassis (like custom engines) they have never been introduced into the game.

It hasn't been implemented yet, it hasn't been released. However, I believe it will have to be purchased or by investing points in a customized chassis.
