Cars not setup are fastest

I’m pretty sure this is not supposed to work this way, but currently in my league all of the cars that are not setup are being dramatically under fueled. This is causing them to often be some of the fastest cars on the track, which is impacting the race for the players who active. In the past, cars that weren’t setup would always be over fueled… so is this a bug or is this just how the game plays now?

Well, I think it’s a bug but at the same time the fuel values are sometimes lower or higher and I don’t really understand why 

I agree with Draft. It feels like a bug because my cars will sometimes start out either under or over fueled before I touch setup, and it seems to pick at random for both of my drivers individually.
