What are the penalties for leaving a league? I just started playing, joined random league and now everyone is inactive, theres no fun at all, now im thinking of leaving but dunno the consequences.

As I can see you're during season break, so it's not supposed to be any penalty to leave.
When joining another League, try one in beginning of season, so you can have similar car design.

Okay, there were no consequences for leaving, but is it normal to get reseted design points in new league?

Yes this is normal, otherwise people could just go from one league to another and immediately dominate the competition; the reset of dp has been implemented to prevent league jumping.
