You can only buy free agents (Drivers or Staff) if you have employed them in your team in the past.

You will have to hope they go to auction but given the number of drivers that are out of contract and the limited numbers on the market I wouldn't hold your breath. Chances are the driver will never go to auction and even if they did you won't know, there is no alert.

Shortlisting is really only any use to allow you to easily find and re-employ drivers and staff if you inadvertently allow their contract to expire. 

This is a guide for new managers so your comment is both off-topic and to be honest, unnecessary. Other people still enjoy the game, nobody is forcing you to play, if you dislike it so much, you can simply stop playing.

Ideal ride height is linked to driver height, the taller the driver the lower the ideal ride height is. The table in this guide id for a driver height 1.70 to 1.74m. If your driver is taller than this they will ask for a slightly lower ride height.

Since the L30 update the wing levels in the chart might be slightly off because the wing setting is related to a drivers "driving abilities" score.

So use the chart as a starting point and driver feedback from practice laps to zero in on the correct settings.
